Hikvision Protects Singapore's World-class Building

(15 April 2016) The stunning and iconic building – is a more than 20,000 square meter architecture masterpiece located in the center of Singapore. One of the busiest center in the world since its opening in 2002, the building has hosted more than 31,000 events, drawing a total of 84 million visitors as of 2016.

With its distinctive twin shells, this architectural masterpiece features world-class spaces in its two main venues – the Hall A and the Hall B; with capacities of 1,800 and 2,000 respectively. In March 2014, the Building was listed as one of the world’s 15 most beautiful building by Hamburg-based building-data company Emporis.

Today, the Building is renowned for possessing some of the best events in the world. With its innovative and refined characteristics, the world-class building suits a wide range of events. The hall regularly features world-renowned companies and guests, contributing to Singapore’s international and cultural vibrancy.

In 2014, after a decade of operation, management at the Buidling, a not-for-profit organization and registered charity – decided to update their existing CCTV surveillance system. Working with Hikvision, a new surveillance system was designed to deliver effective internal and external surveillance and perimeter protection for this prestigious arts center.

The challenge faced by HikVision

The Building’s prominent faade directly faces a number of tourists spots in Singapore. In order to preserve the aesthetics of the iconic arts building, the new IP-over-fiber surveillance system utilized carefully planned out locations for every CCTV camera.

Beyond providing effective video for general security, the new system also needed to provide 95% visual coverage of the entire site to assist with day-to-day management and visitor traffic flow as well as the implementation of required health & safety practices.

The Solution faced by HikVision

In the main hallway and inside the building, Hikvision’s 2 MP Full HD Indoor Dome Network Cameras (model number DS-2CD4124F-IZ) were installed to provide 1080P imaging; these cameras features Smart Focus motorized VF lenses, BLC, Smart audio, and intruder-detection functionality. Providing 24/7 coverage in the car park, 2 MP Full HD Outdoor Dome Network Cameras (DS-2CD4324F-IZ) were installed. Featuring built-in infrared (IR) LEDs, they can provide up to 165 feet (30m) of night-time viewing in complete darkness.

Preserving the internal aesthetics of the building’s architecture, compact and unobtrusive IR Mini Dome Network Cameras (DS-2CD2532F-IWS) were installed in the reception and counter areas. To assist with any disputes, the Hikvision Mini Domes, with their built-in microphones, were installed at the ticket counters and monitor all ticketing transactions while also observing any problems that might occur at the entry turnstiles. The surveillance footage from these dome cameras is a great asset in helping the building’s management team speed-up the flow of guest traffic by reducing queues and waiting times.

Providing an ideal surveillance solution to monitor the building’s perimeter, surrounding driveways, and walkways, Hikvision’s IP66-rated, 2 MP Network PTZ Dome Cameras (DS-2DF5286-A3) were installed, fully utilizing their 30x optical and 16x digital zoom and Smart Tracking functionality.

Powerful control faced by HikVision

In the control room, supporting live viewing, storage, playback, and control of the over 300 network IP cameras, are Hikvision’s DS-9664NI-XT-Series NVRs using one of the possible RAID configurations. In order to support the large number of PTZ speed domes, general security, and event management, the NVRs record both audio and video from each camera. Ideal for any size installation, the NVRs support hot-swappable HDDs and RAID 0, 1, 5, and 10 storage.

To control Hikvision’s full range of Smart camera functions, including Smart search and playback, Smart detection, and record backup, as well as Smart applications such as people counting, heat mapping, and interactive mapping, all system equipment is managed by Hikvision’s open-platform iVMS-5200E Enterprise Video Management Software. Designed specifically for large-scale projects with multiple channel surveillance, this VMS offers video preview, video playback, and comprehensive alarm management. Fully integrated to the Hikvision array of NVRs, the iVMS-5200E also provides full control over the customization of video tags, playback by tag, and video searching; and for additional security of video footage, the locking and unlocking of any recorded files.

Network of CCTV cameras proving effective

"They are scaring loan sharks and litterbugs, ensuring smooth traffic and boosting safety."

Thousands of closed-circuit television (CCTV) cameras islandwide have helped deter loan sharks, nab litterbugs and stop illegal parking, according to government figures.

And residents generally welcome the reassurance that such surveillance provides, said Members of Parliament.

"I quite often receive requests to put cameras up. I haven't received any to take cameras down," said Holland-Bukit Timah GRC MP Liang Eng Hwa. Most of the Housing Board blocks in his area now have CCTV cameras.

This is due to the police's nationwide push to have cameras in every HDB block by the end of this year.

Since 2012, over 52,000 police cameras have been installed in 8,600 blocks, Dr Teo Ho Pin said in Parliament in January. He is coordinating chairman for the town councils run by the People's Action Party.

Ang Mo Kio GRC MP Gan Thiam Poh said: "I do notice that there are improvements, especially in the cases of loan-shark harassment that used to be quite common."

Potong Pasir MP Sitoh Yih Pin used to get loan-shark harassment cases at his Meet-the-People Sessions every month, before cameras were installed.

"Now I haven't got any for quite a while," he said.

Police figures released last month showed that blocks with cameras see fewer unlicensed moneylender harassment cases involving property damage. The number of such cases reported at 2,152 blocks with police cameras plummeted from 1,617 in 2013 - before those blocks had cameras - to just 426 last year.

Toa Payoh resident Tan Li Choo has noticed more CCTV cameras appearing, but does not consider them an invasion of privacy. "It's okay if they are for safety purposes only," said the unemployed 38-year-old.

Footage from police cameras has led to the arrests of unlicensed moneylenders in 360 cases of harassment since 2012, according to the police Annual Crime Brief 2015 released last month.

Town councils also install CCTVs of their own inside lifts. "It does help against anti-social behaviour such as littering, urination and vandalism," said an East Coast-Fengshan Town Council spokesman.

The National Environment Agency (NEA) has its own eyes too, with almost 3,000 cameras in HDB estates to catch high-rise litterbugs, Senior Minister of State for the Environment and Water Resources Amy Khor said in Parliament earlier this month. Litterbugs are successfully identified in about a third of cases caught on camera, she added.

In January last year, for instance, NEA's cameras helped nab a 38-year-old Sengkang resident who threw 34 cigarette butts out of his flat window over four days. He was fined a record $19,800.

Meanwhile, more than 300 parking enforcement cameras have been put up by the Land Transport Authority (LTA), helping to cut cases of illegal parking by as much as 90 per cent, the LTA told The Straits Times last September.

Traffic Police speed cameras also discourage reckless driving, said Mr Sitoh, who heads the Government Parliamentary Committee for Transport. "By and large, Singapore drivers are very responsible. But I think having the cameras there does help, it's a good reminder to our motorists to drive carefully," he said.

However, Associate Professor Lee Der-Horng, a transport researcher at the National University of Singapore, noted that drivers might slow down when they see a speed camera but speed up again afterwards. This is unavoidable unless actual mindsets can be changed, he said. "Before that overall awareness is there, the existence of cameras is still very much necessary."

NUS sociologist Daniel Goh noted that anti-social behaviour is usually opportunistic.

"Thus camera surveillance, if effective, tends to displace the behaviour to other locations rather than change the behaviour."

Still, cameras can be useful as one tool among others, he added. They can help create the habit of proper behaviour - which can then be reinforced with education about "communal norms of right and wrong".

"Fear of being caught by camera surveillance inculcates a habit, and if the person is educated with the norms, the camera will then subsequently remind him of the norms," he concluded.

IP Camera vs Analog CCTV Camera

But the high expenses are not unreasonable as they are providing one with a huge facility. 

The quality of the CCTV analog camera is good at all times but for heavy duty uses, the latest and improved system of cameras, the IP camera system should be installed because the videos are of HD quality under light and at night, the night vision is applicable. The quality that one wants to view on the device can be selected as per one’s desire. But one cannot deny the great night vision quality of the analog CCTV cameras.
