NEW surveillance cameras will be installed in 40 locations islandwide to catch high-rise litterbugs in action.

The programme, announced yesterday by the National Environment Agency (NEA), costs $1.4 million and follows a pilot initiative last year.

The high-definition cameras will be mounted from August in areas with persistent high-rise littering, said Mr Tai Ji Choong, director of NEA’s environmental public health division.

He did not reveal where these locations are, but said: ‘Where the cameras will go are currently based on last year’s (litterbug) figures. They may change in the course of this year.’

He added that the cameras were a ‘last resort’ after educational efforts to ‘exert community pressure’ had failed.

High-rise littering continues to be a bugbear for the authorities.

Each month, the NEA receives, on average, reports of 100 high-rise littering cases, but has successfully prosecuted only 41 litterbugs in the last 10 years.

Feedback to the NEA on such acts rose almost 18 per cent from 4,449 in 2010 to 5,232 last year.

It is not easy to nab the litterbugs in action. Without the use of cameras, catching high-rise litterbugs has traditionally meant labour-intensive stakeouts lasting several hours, the NEA said.

Last year, 31,126 man hours spent in enforcement stakeouts and community outreach efforts led to the prosecution of only eight people for high-rise littering.

The problem lies in the fact that objects can be hurled from a window or a balcony in a flash, Mr Tai said.

‘It takes only a split second for someone to toss a butt or a piece of tissue out the window. Hours of waiting and the manpower deployed would be wasted if that split second was missed,’ he added.

Last year, the agency turned to technology for help.

In the pilot project last year, surveillance cameras were installed at 10 locations. Through the use of video analytic software, two offenders were caught on tape.

Hasmin Mohammed Kashim, 29, was caught tossing a cigarette butt from a third-floor flat in Bukit Batok last June. He pleaded guilty on Tuesday and was fined $800.

The second offender will go to court in July.

The pilot project reduced high-rise littering activity in the areas where the cameras were mounted, said the NEA. These included neighbourhoods in Bukit Batok, Jurong West, Chua Chu Kang, Woodlands, Marsiling and Bukit Panjang.

On the new cameras, Mr Tai said residents of affected blocks will be informed prior to the installation.

Addressing concerns about invasion of privacy, he gave the assurance that the cameras will focus on the facade of the block of flats where the suspected activity is. ‘It will not zoom into specific apartments, so there will not be any privacy issue involved,’ he said.

Officers assessing the footage will have to sign an undertaking that they will not download the footage, or upload it onto any public domain on the Internet.

Singapore Environment Council executive director Jose Raymond welcomed the roll-out of cameras to catch high-rise litterbugs in the act.

He said it was important for Singapore to maintain its reputation as one of the world’s cleanest city states.

‘NEA’s move to roll out the high-definition cameras in hot spots will surely help and, more importantly, deter others from throwing litter out of their windows.’

Thai floods cause hard disk prices to almost triple (Oo Gin Lee)

Thailand’s floods may be receding, but in their wake comes a huge surge in the prices of hard disk drives. The country produced 40 to 45 per cent of the world’s hard disk drives in the first half of this year and market research firm IDC estimates nearly half of this production capacity has been directly affected by the flooding. The result: Prices of hard disks in Singapore have almost tripled over the last four weeks.

Sim Lim Square retailers told Digital Life that the prices of all brands have shot through the roof. Before the floods, 1TB Hitachi drives sold for $65 each. The current price is $170. Prices of similar Seagate and Western Digital drives spiked from $80 to $180.

Mr Chen Wen Xie, manager of Fuwell at Sim Lim Square, said prices of hard disks had risen every week in tandem with the rising floods. “It was 10 per cent in the first week, then 30 per cent in the second, and now it has just exploded,” he said.

He and his fellow retailers have been hit hard by the impact of the floods and they expect sales to slow down in the run-up to Sitex 2011.

This year’s Sitex, one of four major annual consumer tech fairs here, opens tomorrow.

“We usually see a slowdown in sales of about 20 per cent just before a tech fair, but with the hard disk prices up, we are seeing a drop in sales of almost 40 per cent of DIY PCs,” he added.

As would-be buyers are taking a wait-and-see stance, there is still enough stock even though there is a supply crunch, said Mr Michael Tan of Convergent Systems, which distributes Hitachi hard disks here.

However, laptop vendors cannot wait. An executive from one of the top PC brands here told Digital Life that some have told distributors and retailers to brace themselves for price increases in the coming months.

The executive said the laptop deals at Sitex will also be affected, but not very significantly.

“It would be difficult to get the usual crazy price cuts at this show and consumers should also expect fewer freebies than before,” he said.

Hard disk prices may still soar for several months. IDC predicts that the shortages will continue well into the first quarter of next year.

Mr Bryan Ma, IDC Asia-Pacific’s associate vice-president of client devices research, said: “Larger PC vendors which can get their hands on hard disk supplies could have an opportunity to gain more market share in the process.”

Details of the project – such as how many, and where these video cameras will go up – are being worked out. In an e-mail reply to The Straits Times, police said the cameras’ locations are chosen with ‘crime, security, and public order considerations in mind’.

‘Due to resource constraints, the police will have to prioritise the deployment of CCTV cameras,’ the statement added.

‘As these are portable cameras, they can be moved from one location to another when the situation calls for it.’ Police did not say how many CCTVs it currently monitors, but in 2008, there were about 350 cameras in public areas like Boat Quay, Geylang and Little India.

Additional cameras have also been installed in iconic areas, such as Suntec City and the Helix Bridge, and in HDB estates to curb loan-sharking activities.

A visit to six areas – Boat Quay, Geylang, Little India, Shenton Way, Jalan Besar, and Ang Mo Kio – found police cameras on major roadways, traffic junctions, office buildings, carparks, street alleys, and lift landings. Some had been installed as early as 2003, others as recently as six months ago. Several had signs indicating that the cameras were in operation.

The cameras are connected wirelessly and captured images are streamed ‘live’ to a command centre, where they are viewed and stored centrally. Police said they help investigations when a crime is reported, and in police operations. Like Singapore, other densely-developed cities also use CCTVs. Britain, for example, has four million cameras, a quarter of them in London alone.

Studies on their effectiveness in reducing crime, however, have returned varying conclusions. Using 2005 to 2007 data from Philadelphia city police, American criminologists found that the number of locations in which CCTVs reduced crime was equal to those where there was no clear impact.

A 2003 joint study by Northeastern University in the United States, and Cambridge University in Britain comparing CCTVs with street lights, found both to be better at reducing property crime than violent crime.

It also concluded: In enclosed areas such as carparks, cameras deter crimes more effectively than street lights; in open public spaces, however, the latter were superior.

In Singapore, people who live and work close to CCTVs said they liked having an extra pair of eyes around. But a handful felt they were invasive.

Overall, however, the consensus was that electronic surveillance has made them feel safer, and life more peaceful. At The Amazing Inn in Lorong 14, Geylang, a receptionist said that police put up cameras in its back alley last year after guests complained of illegal gambling.

‘Not only that, people also used to sell illegal cigarettes – a lot of them, in 2009,’ added the receptionist who wanted to known only as Madam Lee. ‘Now, you go and see, nobody’s there.’

For some residents and business operators, however, having nobody around posed another worry.

‘This area already has a reputation of being a bit chaotic,’ said Mr William Ng, 60, a resident of Wing Fong Court at the junction of Talma Road and Lorong 14. ‘Now the CCTVs make it seem like it is dangerous, too.’ Workers in different shops along Geylang Road said business dipped somewhat after the cameras were installed. In Little India, shopkeepers said a handful of CCTVs in an open area in Lembu Road facing Desker Road made the place safer.

‘People come to walk around here, they feel less nervous,’ said a worker at Ever Success Auto Parts, adding that the area was now less disorderly, with fewer foreign nationals congregating there.

Mr Jeffrey Yu, the operations manager of Charlie’s Tapas, Grill & Bar in Boat Quay, said tourists feel safer when they know the police are watching – albeit from afar. The bar has bought 10 CCTVs of its own to be put up next month. In 2005, town councils began working with police to put up about 600 cameras in selected HDB blocks to monitor areas such as void decks and carparks.

In Ang Mo Kio, 26 blocks were outfitted with cameras in lifts, corridors, and stairwells, after complaints of loan shark harassment became ‘almost a daily experience’, said Mr Inderjit Singh, an MP in the GRC. Once the cameras went up, the problem was reduced.

At Block 134 in Ang Mo Kio Avenue 3, resident Ng Kwee Bee, 44, said that she initially felt uneasy after noticing the cameras for the first time last year.

That was until a neighbour told her that loan sharks had defaced a unit above her floor with red paint. ‘After that, I think, better put more,’ the housewife said in Mandarin.

Residents in Ulu Pandan and Kreta Ayer have also made similar requests to their town councils, said Mr Chrisopher de Souza and Dr Lily Neo, MPs who serve the two areas respectively.

Police here said that CCTVs do more than deter troublemakers; they also help nab criminals by corroborating testimony from witnesses or tracing suspects.

Security experts cautioned that CCTVs, while useful as a deterrent, have limited impact in large, unmanned areas where the lighting and camera position may not be ideal. Still, they are worth the investment, if only for peace of mind, said Mr Ben Ng, the managing director of Acepro Security, a security consultancy. ‘If you wait for bad things to happen before putting one up, it is already too late.’
